    Dato che i quotidiani in Italia sono in sciopero fino al 27, sembra che in questo forum non ci sia nulla di nuovo da discutere.

    Ma, se andiamo a leggere un poco la stampa estera (esercizio sano, da fare ogni tanto, giusto per ricordarsi cos'è una notizia), troviamo questa:

    Già,è proprio una buona pratica quella di leggere giornali stranieri, per essere più informati anche su ciò che succede da noi.
    rimpiango una collega il cui marito aveva queste abitudini: portava chicche molto interessanti, sembrava parlasse di un altro paese e invece era il nostro. Esempio: il precedente governo dichiara che abbasserà lo stipendio ai parlamentari!Quale notizia più demagogica?ma ampliando il campo, uscendo dai confini, si scopre che è stato il frutto di un adeguamento ai canoni europei, oltretutto con un'entrata in vigore alquanto post-datata..poverini noi....

    Congo

    Luxe, pétrole et pauvreté
    S'il veut un jour voir annuler sa dette, le Congo va devoir prouver sa volonté de traquer réellement l'enrichissement illicite et de gérer sa manne pétrolière de manière plus transparente. La dernière mission du Fmi dénonce le manque de rigueur budgétaire de Brazzaville.

    “ Les besoins des populations devraient être satisfaits avec l'argent du pétrole. Malheureusement, on ne sait pas où va cet argent ”, constate Aimée Gnali Mambou, ancienne ministre congolaise de la Culture. Des propos qui font écho aux accablantes conclusions de la mission du Fmi au Congo, fin octobre, sur le manque de rigueur de la gestion des finances publiques. “ La politique budgétaire du Congo a été marquée par d'importants dépassements des dépenses, au premier semestre 2006 ”, précise Joannes Mongardini, chef de mission du Fmi pour le Congo au cours d'une conférence de presse à Brazzaville. Il a, en outre, prévenu que le collectif budgétaire de 2006 adopté par le Parlement à la mi-octobre aggravera encore ce dérapage.
    Le Fmi vient ainsi de rappeler Brazzaville à l'ordre en dénonçant la gabegie financière alors qu'en mars dernier le Congo avait enfin atteint le point de décision de l’Initiative Ppte (pays pauvres très endettés), qui devrait dans trois ans le conduire au fameux point d'achèvement avec à la clé l'annulation de sa dette. Les autorités de Bretton Woods avaient alors lourdement insisté sur la nécessaire et totale transparence dans la gestion de la manne pétrolière.

    Grosses cylindrées et luxueuses villas
    À un moment où la rigueur s'impose dans la gestion, les signes extérieurs de richesse n'ont jamais été si voyants dans les rues de la capitale congolaise. Membres du gouvernement et hauts fonctionnaires roulent dans des véhicules de luxe dont le prix peut atteindre les 100 millions de Fcfa. Des sommes faramineuses qui représentent des décennies de salaire d'un fonctionnaire. Les grosses et moyennes cylindrées sont de plus en plus nombreuses depuis deux ans que les cours du pétrole s'envolent. Fred, gérant d'une cabine téléphonique, sur le boulevard Alfred Raoul, s'amuse parfois à les compter. “ Un jour, dit-il, en 5 minutes, j'ai vu passer une vingtaine de grosses cylindrées ”. “ Si on pouvait investir tout cet argent dans des petits projets, on réduirait la misère ”, croit-il comme nombre de Brazzavillois.
    La multiplication des hôtels et des villas appelées Karashika, (référence aux somptueuses villas des séries télévisées nigérianes, Ndlr) est tout aussi voyante. Dans un pays où 70 % de la population vit sous le seuil de pauvreté et dont la dette s'élève à 5,5 milliards de dollars, cet étalage en choque plus d'un. “ Un ministre gagne 3,6 millions de Fcfa et le salaire (mensuel, ndlr) de la plupart des cadres supérieurs de l'Etat tourne autour de 150 000 Fcfa. Avec ces salaires-là, dénonce un article de La Semaine africaine, il est impossible que quelqu'un achète un véhicule de ce genre et construise une villa Karashika. C'est une preuve que les gens sont en train de s'enrichir illicitement au vu et au su de tous. ”

    Sociétés-écrans et municipalisation
    Début 2006, les institutions financières internationales avaient révélé l'existence de sociétés-écrans, destinées à dissimuler l'argent détourné des recettes pétrolières. Un économiste financier à la Cour des comptes et de discipline budgétaire dénonce par ailleurs la pratique de certains ministres qui multiplient les projets de moins de 500 millions de Fcfa et les font gérer par des sociétés fictives dirigées par leurs parents ou leurs proches. Installée depuis mars 2005, la Cour de comptes s'est vue confier la lourde tâche de mettre fin à la corruption, à l'opacité de la gestion des affaires publiques et aux détournements des biens de l'Etat. Aucun rapport d'audit n'est paru à ce jour.
    La municipalisation accélérée des régions depuis 2004 a également contribué à enrichir certains opérateurs économiques sans pour autant réduire la pauvreté, cheval de bataille déclaré du gouvernement. Les prévisions budgétaires des régions bénéficiaires de cette décentralisation sont toujours largement dépassées sans que des travaux prévus à ce titre soient entièrement réalisés.
    Selon la Constitution congolaise de 2002, “ tout acte de […] corruption, d'enrichissement illicite, de concussion, de détournement ou de dilapidation des deniers publics, est réprimé dans les conditions prévues par la loi. ” L'article 48 stipule que tout citoyen élu ou nommé à une haute fonction publique est censé déclarer son patrimoine lors de sa prise de fonction et à la cessation de celle-ci...

    “It was expressly designed to be held in Iraq and its rules were set out and operation funded by the US occupation authorities. They resisted using an international court because they oppose such tribunals.”

    LAST WEEKEND hanging of Saddam Hussein, the former Iraqi President shall forever be stenciled in the mental sheet of Iraqis and people all over the world as long as the chord of memory shall lengthen.

    To some, it is a milestone as President George W. Bush would call it and to others it would open the floodgates for further attacks both in Iraq and elsewhere.

    We cannot talk about the arrest, detention and execution of Saddam Hussein without talking about the US led invasion of Iraq somewhere in 2003. One of the main reason for the Anglo-American led invasion of Iraq was that the Iraq had stockpiles of weapons of mass destruction (WMD). After the Saddam Hussein regime fell under the hands of the occupying powers, it was found out that Iraq did not have any chemical weapon. This alone was enough for everyone to question the rationale for the invasion but people of good faith kept silent.

    As soon as Saddam was arrested in December 2003, President Bush told ABC news that Saddam ought to receive the ultimate penalty. This means that America favoured the death sentence for Saddam right from day one whatever the trial outcome would have been.

    I was among those people who thought Saddam’s arrest and capture somewhere in December 2003 would bring peace to Iraq. It is even known then more that American soldiers have died in Iraq since major combat operation ended in Iraq.

    The tendency for Al Qaeda to organize and re-group somewhere in Iraq and stage attack is great. I must say without any remorse that should Osama Bin Laden be arrested today and killed tomorrow, it would not change the PH level of the world peace. Al Qaeda is now a philosophy and ideology.

    Today the world is no longer a safe place to live especially if you live in USA, Europe, Australia, etc.

    The question is why? The war on terror has rendered the world more unsecured even than during the darker days of the Cold War.

    It is as if today it is America which decides who goes to heaven and who goes to hell. Any nation that does not sing America’s chorus is seen to be singing discord.

    It appears America holds the ultimate definition to the truth. When some Iraqis are defending their nation against foreign occupying powers, the whole world ends up calling them ‘insurgents’.

    This word has been used to describe people who do not agree with America in Iraq.

    US ROLE IN INFLUENCING THE TRIAL PROCEDURE US role in instigating, fashioning and tele-guiding Saddam Hussein’s trial remains a core issue. As the Irish Times, editorial of 7th November, 2006 noted, “It was expressly designed to be held in Iraq and its rules were set out and operation funded by the US occupation authorities. They resisted using an international court because they oppose such tribunals.” Inherent in this and similar observations, is the often tabled contention that the entire trial from start to the finish, was abounding with serious and ordinarily undesirable legal flaws relating to right to counsel and full defence, bias, tempering, intimidation and a possible predetermined outcome. These concerns should have cast serious doubts about the trials.

    The entire trial was bedeviled with tempering. It is therefore rather easy to prove that the trial, largely political, as it was theatrical, and the judgment were structured and choreographed to suit ethnically divided and sectarian Iraq as well as the interests of the US. It took four Judges to get the trial to the conviction stage. The first three Judges, Rizgar Amin, Sayeed al-Hammashi, Abdullah al-Amiri, either resigned or were removed for allegedly being too sympathetic to Saddam Hussein. Also members of Mr. Hussein’s defence team were intimidated and indeed, several were murdered. If this has happened in any country with a proper rule of law, such occurrences would be sufficient basis for declaring it as a mistrial, except that in Iraq and in the case of Saddam Hussein, the end had to justify the means as Vladimir Lenin and Nicolo Machiavelli call it. Clearly, the fairness of the trial was neither an option nor criteria It’s hardly surprising therefore, that Saddam Hussein’s trial is already being characterized as imperfect justice. No less a person than Antonio Cassese, the former President of the International Criminal Tribunal for the former Yugoslavia (ICTY) seems to see eye to eye with such views. In his recent comment on this issue in an Italian newsmagazine he surmised that: “ The death sentence is wrong for three reasons: it is not credible as it wraps up a farcical trial without justice; the death penalty has by now been condemned by the vast majority of the international community; and the sentence represents a serious political mistake, as it is bound to exacerbate the situation in Iraq.

    The Iraqi leader was not, however, tried and sentenced under the auspices of a working class tribunal. He was the subject of a court established by an occupation regime after the invasion and conquest of Iraq by the United States. In other words, his crimes were judged and the penalty imposed by those guilty of even greater crimes than his own.

    THE TIMING OF THE EXECUTION Another issue is the timing of this execution (during the Muslim feast of Eid al-Adha) is an affront to all Arabs and Muslims. It is an act of scorn against a great religion whoever engineered the execution on that day.

    Perhaps America comes to the blame game again. Even the US government allowed Saddam’s sentence to precede the recent US mid-term elections.

    Perhaps, it was the notion that the news of Saddam sentencing to death would cause the Republicans to increase their seats at the both Houses. It rather became the opposite as the Democrats grabbed most of the Republican seats.

    REACTIONS ON SADDAM EXECUTION Reactions to the execution of Saddam Hussein is mixed and varied from Afghanistan to Zimbabwe. For Bush Saddam's demise is their sole concrete victory in Iraq in almost four years. This should have been the crowning glory of for efforts, but instead it may pose yet another risk to American troops. For Iraqis, some will see it as a symbol of the death of the ancient regime. For some Sunnis, Saddam's death represents the final nail in the coffin of their fall from power. But Iraqis may also see this as the humiliation of Iraq as a whole that their president, however odious, was toppled by outside powers, and is executed effectively at others' instigation.

    OPPOSITION AGAINST THE EXECUTION Even the US own traditional ally, the United Kingdom and the European Union were diametrically opposed to the execution. The British Foreign Secretary on behalf of the British Government said that ‘The British government does not support the use of the death penalty, in Iraq or anywhere else. We advocate an end to the death penalty worldwide, regardless of the individual or the crime’ A statement by Vatican Spokesman, Father Federico Lombardi that capital punishment is always tragic news, a reason for sadness, even if it deals with a person who was guilty of grave crimes. The statement continues that The Catholic Church position against capital punishment has been restated often. The Catholic Church believes that the killing of the guilty party is not the way to reconstruct justice and reconcile society. On the contrary, there is a risk that it will feed a spirit of vendetta and sow new violence. In these dark times for the Iraqi people, one can only hope that all responsible parties truly make every effort so that glimmers of reconciliation and peace can be found in such a dramatic situation.

    INTERNATIONAL CONDEMNATION OF THE KILLING The Irish government is among one of the countries that have condemned the execution.

    The foreign Ministry issued a statement that Ireland does not approve of capital punishment. The Minister for Foreign Affairs, Dermot Ahern said he believes Saddam Hussein should have ended his years behind bars for his heinous crimes.

    Fine Gael's Foreign Affairs Spokesman, Bernard Allen TD, said the execution will deepen the already open wounds in Iraq and will inevitably lead to increased violence and bloodshed with further consequences for other parts of the Middle East.

    He went on to say that ''It is unlikely that his execution will achieve anything other than to further fuel the cycle of violence that has taken so many lives since the illegal invasion of Iraq” The Swiss Foreign Ministry has also broken their silence. In a statement, the Swiss Foreign Ministry reiterated its firm opposition to the death penalty.

    "For Switzerland the death penalty cannot be justified, even for the most serious of crimes.

    While all European Union countries oppose the death penalty, key figures in the region were careful not to appear to be pardoning the dictator or criticizing Iraqi and US policy.

    France, which opposed the US intervention in Iraq, avoided either condoning or criticizing the hanging. In a statement, it "took note" of the execution but stressed its opposition to the death penalty.

    Che succede nelle università vietnamite?

    HCM City colleges, students struggle with rising enrollments

    HCM CITY — With the number of students increasing between five and 10 per cent each year, many universities and colleges in HCM City have begun new facilities or opened branches in suburban areas or in neighbouring provinces.

    Nguyen Van Minh, a first-year student at Hoa Sen (Lotus) College, takes classes in the college’s main building in District 1, but often has to travel to Quang Trung Software Park in District 12, nine kms away from the city centre for other classes.

    Like Minh, many students at Lotus must visit two places for lessons due to the shortage of classrooms.

    Almost all HCM City colleges and universities are facing a shortage of rooms and facilities.

    According to a recent survey conducted by the city’s University Council, the floor space of 29 state colleges and universities in the city covers 731,000 sq.m while these institutions have figured that they need over 6 million sq.m. of space.

    HCM City’s Economics College tops the list of colleges that lack classrooms. The college now has seven branches in four inner districts.

    "We must go to different places to receive different lessons. It takes time and we become too tired," said Tran Thu Huong, a third-year student at the college.

    The Teachers’ College has rented three more buildings to meet the increasing number of students, which rose to 11,000 this year up from nearly 4,000 in 1998.

    Preparation works are underway for the construction of an eight-storey building at the main office of the college in District 5.

    Next to the Teachers’ College is the Natural Sciences College where a 10-storey building is under construction.

    High-rise buildings are also under construction on campuses of the Social Sciences and Humanities College and the Law College in District 1.

    The College of Industries under the Ministry of Industry is one among several higher education institutes in the city that began building high-rises on campus. The college now has more than 20,000 students up from 750 a decade ago.

    "On a land space of 25,000 sq. in Go Vap District, the college has built in a few years over 150,000 sq.m including auditoriums, laboratories and workshops for industrial practice," Ta Xuan Te, director of the Industries College, said.

    But many students feel uncomfortable attending classes at high rises.

    "The presence of more high-rises in colleges may cut off the supply of fresh air to classrooms," student Nguyen Thi Mai, said. "We are wasting time waiting for elevators or the repair of elevators which face technical problems."

    Several colleges open libraries on the 10th storey, but many students choose to read books on the ground floors.

    Prof. Nguyen Viet, deputy director of HCM City Economics College, said "HCM City authorities recently approved the allocation of a large plot of land in suburban District 12 for the construction of new facilities."

    Dong Nai Province, east of HCM City, last month approved the reservation of 50 ha of land in Nhon Trach District for the College of Industries.

    "In Dong Nai branch, the college will build new facilities for higher and post-graduate education that meet international standards, " Te said. "Construction will begin in late 2007 at a total investment of VND 500 billion(US$31.2 million )," he said. — VNS

    NUEVA YORK.- Monica Lewinsky, la ex pasante de la Casa Blanca cuya relación con el ex presidente Bill Clinton hizo vacilar al gobierno demócrata estadounidense, se graduó en la London School of Economics.

    Así lo informó hoy una allegada a la mujer -hoy de 32 años de edad-, que precisó que la casa de altos estudios británicos otorgó a Lewinsky un master en psicología social.

    La vocera añadió que Lewinsky está buscando trabajo en Londres.

    ciao, io che la lewinsky era una psicologa stagista della casa bianca lo sapevo da quando scoppiò lo scandalo, l'unica cosa su cui mi interrogai era il fatto se fosse deontologicamente scorreto fare sesso con i propri clienti anche per gli psicologi del lavoro! che uno psicologo clinico faccia sesso con i clienti è scorretto ma per gli psicologi del lavoro? per esempio nel caso in cui venissi chiamato come psicologo del lavoro da paris hilton a fare la selezione del personale per i suoi hotel e poi fuori dagli orari di lavoro la mia datrice di lavoro paris hilton decidesse di intrattenersi sessualmente con me quale è il problema? lo psicologo del lavoro non è legato dalla forma professionale terapeuta/paziente ma solo da committenti. Io l'unica colpa che ho dato a clinton ed alla lewinsky è il fatto di aver fatto sesso durante gli orari di lavoro.

    solo una precisazione in quanto mi dà un po' fastidio vedere la nostra professione trattata in questo modo.
    dal Codice Deontologico degli Psicologi:
    Articolo 1: Le regole del Presente Codice deontologico sono vincolanti per tutti gli iscritti all'Albo degli psicologi. Lo psicologo è tenuto alla loro conoscenza, e l'ignoranza delle medesime non esime dalla responsabilità disciplinare.
    non mi pare che faccia differenze di indirizzo, che nel VO non esistevano dato che la laurea e di consegnuenza l'abilitazione erano una sola per psicologia.

    Inoltre:
    Articolo 22: Lo psicologo adotta condotte non lesive per le persone di cui si occupa professionalmente, e non utilizza il proprio ruolo e i propri strumenti professionali per assicurare a sè o ad altri indebiti vantaggi.
    E per finire: il problema di Clinton non era aver fatto sesso con la stagista, e nemmeno di averlo fatto in orario di lavoro. ma di aver mentito alla nazione... sebbene fosse un argomento per noi italiani irrilenvate in campo politico.
